I know California is not the only state that has ramp meters, but I never saw this in Texas. In case you don’t know, a ramp meter is a stop light at the end of an on-ramp before you get onto the highway. It’s supposed to regulate the number of cars trying to get on at the same time. It’s a nice idea in theory. Does it work? Not so much. I’ve been here almost two years.
